DOLA at the DORA Housing Conference

The Department of Regulatory Agencies recently held an informational fair on housing issues at the Greeley Recreation Center. We were invited to attend, and joined DORA, FHA, Consumer Credit Counseling Services of Northern Colorado, and other agencies in providing information on programs and resources available to the public in northern Colorado.

Along with the Division of Real Estate, we provided a joint presentation on "Avoiding Foreclosure." [The sign is inaccurate. This was a presentation of DORA and DOLA staff.]

The U.S. Department of Housing and urban Development will conduct a grant writing training in Greeley, CO on July 15 and 16. Vacancies in rental houses inch up, but remain low

Vacancies in for-rent condos, single-family homes, and other small properties across metro Denver rose year-over-year to 3.6 percent during 2009’s first quarter. The vacancy rate was 2.7 percent during the same period last year, and was 4.9 percent during 2008’s fourth quarter. According to a report released Thursday by the Colorado Department of Local Affairs’ Division of Housing, vacancies across the region fell below 2008’s fourth quarter levels, but generally remain higher than last year’s first quarter rates.

The smallest overall vacancy rates were found in Douglas County and the Boulder/Broomfield area with rates of 2.4 percent and 2.1 percent respectively. The highest vacancy rates were in Adams County which reported an overall rate of 5.1 percent.

All counties reported decreases in the vacancy rate from the fourth quarter to the first quarter, but all areas except Adams County and the Boulder/Broomfield area reported higher vacancies during the first quarter of 2009 when compared to the same period last year.

Vacancy rates for all counties surveyed were: Adams, 5.1 percent; Arapahoe, 2.9 percent; Boulder/Broomfield, 2.1 percent; Denver, 4.0 percent; Douglas, 2.4 percent; and Jefferson, 3.8 percent.

In general, a vacancy rate of 5 percent is considered the “equilibrium” rate, and vacancy rates below 3 percent indicate a tight market.

According to the report, the metro-wide average rent increased to $1004.44 during the first quarter, up from $984.63 during the same period a year earlier. Since the fourth quarter of 2008, rents have risen from an average of $995.24.

Rents were highest in the Boulder/Broomfield area at $1392.43, and lowest in Denver County at $932.53. Comparing 2009’s first quarter rents to the same period last year, average rents increased in all areas except Arapahoe and Douglas Counties. Rents fell from the fourth quarter of last year to the first quarter of this year in Douglas County, Jefferson County, and in the Boulder/Broomfield area.

Average rents for all counties were: Adams, $1064.17; Arapahoe, $997.83; Boulder/Broomfield, $1392.43; Denver, $932.53; Douglas, $1374.94; and Jefferson, $980.60.

The Colorado Vacancy and Rent Survey reports averages and, as a result, there are often differences in rental and vacancy rates by size, location, age of building, and apartment type.

Aurora's Neighborhood Stabilization Program is up and running

Aurora has been the first to finish purchasing and rehabilitating properties as part of the Neighborhood Stabilization Program. The program is designed to help local governments rehabilitate and sell abandoned, foreclosed and vacancy properties as a part of neighborhood revitalization.

As part of our tour, we visited the four houses profiled below. Each was in different stages of rehabilitation. All of the houses were within 20 blocks or so of Downtown Aurora, where the tour originated at Colfax and Elmira.

The purchase price of homes paid by the city varies considerably from about $30,000 to about $130,000.

On Monday, June 15, the City of Aurora hosted a bus tour of properties rehabilitated and prepared for re-sale through the neighborhood stabilization program. Staff from the Department of local affairs attended including E.D. Susan Kirkpatrick, Acting Director of the Div. of Housing, Teresa Duran, and NSP program manager Lynn Shine. Mike Rosser of the State Housing Board also attended.

This first house was at at the 2300 block near the southern border of old Stapleton. It is a 3 bedroom, 1 bath house with a crawl space:

This house on the 2000 block is already experiencing major construction. It is a 3bedroom, 1 bath with a fourth bedroom (or an office) on the back of the house. It also has a crawl space:



At this house, numerous old additions must be reworked to allow for the building to conform to code and to be marketable. A hallway must be constructed:





At left, you can see an old addition (in darker color) that was not built to code and will soon be removed.



This house at the 2200 block of Iola is finished and ready to be sold to pre-qualified buyers. It is a 5 bedroom, 2 bath house. The basement contains 2 of the bedrooms and the second bathroom:

Are you have trouble finding something on our web site? The blog is here to help you.

Since the colorado.gov domain is very large and somewhat difficult to search, we've put together this blog to highlight items of interest and to help you find documents of interest and recently added information.

If you're on the Division of Housing blog now, look a little up and to the left. You should see a search field. Enter what you are looking for into the field, and click on "search blog." If what you're looking for has been mentioned on the blog, it should come up immediately.

So, if you can't find a document you recently heard about in the news, please be sure to check the blog, and you'll likely be able to find it quite quickly.

Energy Outreach Colorado is now accepting applications for Energy Solutions Grants.

Energy Outreach Colorado is now accepting applications for Energy Solutions Grants. Energy Solutions Grants provide funds for energy efficiency upgrades that promote energy bill savings. The grants are available to low-income housing providers and organizations that serve low-income homeowners.

Typical grant candidates include: Organizations or projects that build new single family or multi-family dwellings; Organizations or projects that serve single family households based on a request, referral, or crisis intervention, and; Organizations, typically multi-family housing providers such as Housing Authorities or nonprofit housing providers.

This year, Energy Solutions Grants have additional requirements of Grant recipient organizations:

§ All Grant recipients are required to develop a client energy efficiency education plan. Education funds can also be used for Maintenance or Facility Manager training in place of client education.

§ Grant recipients are required to provide a 5% match to the TOTAL GRANT REQUEST. Eligible matches include but are not limited to: education outreach funded by the recipient; volunteer contributions; utility rebate and incentive programs; matching grants; and more.

§ Multi-family housing providers are required to participate in a new application process. EOC has created an energy audit assistance program where energy auditors will be assigned to Housing Provider Applicants to identify EEMs and assist with the Energy Solutions Grant application.

REGIONAL PROGRAM COORDINATORS BEING SOUGHT TO ADMINISTER HOMELESS PREVENTION AND RAPID RE-HOUSING PROGRAM

DENVER -- Organizations are being sought to serve as Regional Coordinators of the Homeless Prevention and Rapid Re-Housing Program (HPRP) administered by the Colorado Department of Local Affairs (DOLA). In cooperation with the State Housing Board and the Community and Interagency Council on Homelessness, Susan Kirkpatrick, Executive Director of DOLA, today announced the Request for Proposals (RFP) process has begun for HPRP. The program, established under the American Recovery and Reinvestment Act (ARRA) of 2009, will provide assistance and services that will prevent homelessness by quickly re-housing and stabilizing families.

The RFP process will help establish a contract with an organization to act as Regional Coordinator(s) for HPRP in each of three (3) Continuum of Care (CoC) regions in Colorado. Each Regional Coordinator will be responsible for the award and overall management of HPRP grants in its CoC region. Proposals may be submitted for one, two, or all three regions. The Department may select one Coordinator for all three regions, two Coordinators to manage the three regions (with one of the Coordinators managing two of the regions), or three Coordinators (one in each region).

If an organization thinks it might be interested in submitting a proposal, it will need to register with the State of Colorado's "BIDS" website. There is a fee of $40/year. All State of Colorado solicitations (RFPs, bid and quote requests) are posted on the BIDS website. BIDS is the only source to obtain solicitations and a bidder must be registered with BIDS for its proposal to be accepted. BIDS is located at: https://www.gssa.state.co.us/VenSols .

When ready to register, click "Register" at the top of the main page to begin the process. The "Frequently Asked Questions" link at the top of the main page also offers some useful information about BIDS.

Request for Proposals (RFP) for NCST Acquisition Coordinator

The Colorado Division of Housing (CDOH) has issued, on May 15, 2009, a Request for Proposals (RFP) to contract with an agent or "lead contact" to coordinate the acquisition or transfer of Real Estate Owned (REO) properties which are available through the National Community Stabilization Trust (NCST), from lenders, investors, and Government Sponsored Enterprises (GSEs) to state and local governments, in order to facilitate the return of foreclosed properties to rental and ownership housing for low-, moderate-, and middle-income families.

The selected organization must have knowledge and experience with Colorado real estate practices and Colorado Real Estate Law; must have the legal authority and ability to contract for properties, to take ownership of properties, and to transfer ownership of properties; must have experience with HUD programs in general and, specifically, with HUD Environmental Regulations; and must have knowledge of appraisals and BPOs. The selected organization shall also have excellent skills in collaborating and coordinating across a wide range of stakeholders.

Please note that questions regarding the RFP documents are due by Friday, May 29, and proposals are due by Monday, June 15.

Despite the recent upheaval in the housing market, the need for homeownership opportunities continues. The HOME program is an invaluable tool for state and local Participating Jurisdictions (PJs) interested in providing affordable homeownership. Effective HOME-funded homebuyer programs can be designed as win-win partnerships with the private sector, to meet the needs of the HOME-assisted buyer.

This two-day course is designed to provide an understanding of the complexities of underwriting and lending for homeownership and how best to use HOME program resources for that purpose. The course emphasizes solid PJ underwriting and focuses on market analysis, foreclosure intervention, prevention and sustainability.

The course will be taught by Monte Franke, an experienced trainer with particular expertise in the HOME program and in underwriting.

Prime Mortgages Dominate Workout Efforts

While the early days of the current foreclosure cycle were dominated by sub-prime mortgages, prime mortgages are now the most common type of loan being seen by workout experts.

We're seeing this in Colorado also where prime loans have become much more common among borrowers calling the Colorado Foreclosure Hotline.

According to Housingwire.com:

Mortgage industry professionals saw a record number of mortgages enter some form of workout plan in April as foreclosure moratoriums at government-sponsored enterprises began to expire.

Prime mortgages now account for more than half of the industry’s efforts.

The mortgage industry modified 127,000 mortgages in April, down from 133,910 a month earlier. With another 142,831 mortgages in repayment plans, the industry put a record 269,831 mortgages in workout during the month, according to a survey conducted by HOPE NOW, the alliance of mortgage industry professionals.
